The
SLA has been issuing Declaratory Rulings and Advisories on issues that the
Legislature should be deciding. For example, when the laws were written,
there was no internet or phone apps, but Chairman Rosen is interpreting and
making rulings on these issues without a statutory definition. Companies
such as Lot 18 are now opening retail outlets to legitimize their operations.
Also,
there is a growing trend of licenses are being issued to family
consortiums. While some of these families follow the rules, others have
the appearance of chaining or are involved in practices that could be construed
as co-op buying. There is also a trend of licenses being issued to
grocery store family members, who have multiple jobs making it very difficult
to be involved in day-to-day operations of their stores.
Our
goal with this campaign is to have more legislative input and control over
issues that the NYS Liquor Authority is making decisions on that are not
necessarily or specifically identified in statute.
The
NYS Liquor Store Association has drafted two letters(attached) to be sent to
your local Assemblymember and Senator regarding internet sales and chaining
practices. Please use the links below to locate your local representatives, and
attention the letters to them. There should be two letters for each, one to the
Senator and one to the Assemblymember, total of four letters. Please print,
sign, and mail, fax, or email letters back to the main office, attention to Jessyca Howard.
Our
President Tom Edwards and Chief Lobbyist Todd Vandervort, will then take
those letters and will be showing our strength and presence by hand delivering
them to the designated representatives in the Capitol. Help us show our
strength, and protect our industry.
Please
feel free to call or email the office with any questions or concerns. If you would
prefer for the letters to be mailed to you with a return address envelope, we
will gladly do so. We are requesting to have the letters returned by Friday,
March 28, 2014, in order to ensure the President has them to present.
